The charger does not start charging?
To begin charging:
The supply battery input must be above 13.1V or the solar input must be above 11.5V.
The target battery must have a voltage above 5V.
The solar voltage also needs to be higher than the alternator input voltage.
Test:
Use a voltmeter to verify that all voltages are within the specified levels before starting.
